Langston’s Panopticon Service Request has three distinct problems: a broken terminal, reversed cell labels, and a radio that must play the correct broadcast before containment.

How to Start the Service Request

Reach the FBC Field Office in Central and speak with Langston in the southeast area by the Field Panopticon booth. Finish his dialogue to take the assignment.

The quest remains close to the Field Office but locks Dylan into a containment-room sequence. Enter the panopticon and turn left into the small security booth. The door closing behind you is part of the event. The booth terminal is the first object to inspect.

This is a local puzzle rather than a zone-spanning collection route. Keep the room’s cell labels in view and solve each stage before moving on. Returning to the terminal after the repairs is necessary; placing components alone does not start the security system.

Repair the Security Terminal

The terminal requires two power modules in its server rack and one satellite dish mounted above the containment cells.

Carry each module to the rack and put it in an empty red slot. For the dish, look up: its receiver is on the metal tower above the cells, not beside the floor-level terminal. You can climb while holding it. Watch the indicator change when the dish is seated, then return to the booth and select the terminal’s start option.

The dish position is a frequent sticking point because it is higher than the pickup. Search for the flashing red receiver above the cell bank, climb onto the enclosed room or cell top, and insert it there. A player report independently confirms this vertical placement.

Find the Correct Cell ID

Langston asks for the cell containing the Altered Radio. The visible plate reads B-02, but a note near A-01 says the cells were reprogrammed in the opposite direction without relabeling the plates.

Reverse the alphabetic sequence and the number sequence. B maps to D, while 02 maps to 04. Radio Langston and choose category D followed by number 04. That is the operational ID of the cell he can unlock.

Do not keep repeating B-02 because it is the plate you can see. The puzzle is about translating a physical label into the security system’s current designation. The note is the in-room explanation of why the apparent ID fails.

Tune and Contain the Altered Radio

Once the correct cell opens, take the radio. It cycles through broadcasts when Dylan picks it up and puts it down. Wait for the segment about the New York World’s Fair.

The target broadcast is identifiable by its subject, so you do not need to memorize a timer or guess from background music. Put the radio down, listen, and repeat until the announcement is unmistakable. Moving it to E-05 during another segment will not satisfy the containment condition.

  1. Listen to the current program. Use subtitles if needed; the target segment discusses the World’s Fair ending that night.
  2. Cycle the radio. Pick it up and set it down to move to the next segment; locate it again if it shifts position.
  3. Carry it to E-05. When the World’s Fair announcement is playing, put the radio on the pedestal in cell E-05.
  4. Wait for containment. Langston closes the cell remotely and the completion message appears.

Common Sticking Points

This request can look like one long broken interaction when it is really three separate checks: component installation, cell translation and radio timing.

After a wrong cell answer, revisit the note by A-01 to reset your mental map, then give the translated ID. After an unsuccessful radio placement, remove it and cycle the broadcast again. The quest is complete when the game presents its completion cue and Langston releases the lockdown.

  • Terminal still red: inspect both rack slots and the dish receiver above E-05.
  • Langston will not open the apparent cell: answer D-04 rather than the visible B-02.
  • Radio does not finish the quest: cycle to the World’s Fair announcement before placing it.
